Over enough time, the largest unit of work (e.g. Epics) will be bundled up into an even larger unit of work (e.g. Milestones, Initiatives, etc.). There is no known limit.

The total problems (combination of number and magnitude) in a system are constant
Problems cannot be created or destroyed, but they can change form. A technology problem can become a people problem, a people problem can become a process problem, etc.
Whenever anyone claims to have solved problems, they have either changed their form or pushed a problem outside of the bounds of what they are responsible for.
